You'll end up centering the weight close to your back with or without the cargo chair, but it is nice having a shelf there to help prevent slippage or shifting of the load.
I would not have predicted it, but I actually use it as a chair a lot. Once you figure out the system, it's easy to take off your pack, swing the chair 180 degrees and you've got a comfortable seat and backrest for glassing or taking a break.
I have one chair that I move back and forth between my Spike Camp and Long Hunter packs.
